What 𘡮 means
No; it is a structural piece used to index larger characters. Tangut dictionaries organize full characters by component. An ideographic description sequence (IDS) diagrams a character's structure; 𘡮 can mark a part there, not a word to read aloud.
Tangut writing was introduced in 1036 for government correspondence, Buddhist translation, and state-building. It later recorded Chinese classics and nonreligious works. After Western Xia fell in 1227, communities kept using the script; the latest datable example is a Buddhist inscription from 1502.
Tangut writing drew on Chinese characters and the Khitan people's writing, but it recorded a different language.
Technical reference: for dictionaries, character analysis, and IDS notation.
