What 𘑞 means
It is glossed as “examine” or “test.” A historical Tangut–Chinese dictionary links 𘑞 with the Chinese character 考, meaning to examine or test. Scholars write its reconstructed Tangut reading as “zow²”; this is a scholarly transcription, not a modern pronunciation. The gloss describes a historical word, not a general sign for studying.
The Tangut script was created in 1036 to write the Tangut language of the Western Xia state. Is 𘑞 Chinese? No: Tangut writing drew on the square visual style of Chinese and Khitan scripts but wrote a distinct language. It served official documents, literature, Confucian works, and Buddhist texts. Tangut textual and visual materials, especially Buddhist works, continued after Western Xia fell in 1227.
Can I send 𘑞 as a message?
A lone character cannot tell you why it was sent. In a modern message, it may quote a historical text, display Tangut writing, or check font support; surrounding words reveal which.
Scholarly or archival; a modern message needs context to show why it is there.
Alone, it may look like an unexplained Tangut sample rather than a clear reaction.

Questions people ask
1Why does 𘑞 show as a box?
It is usually a font issue: your font lacks a Tangut glyph. The character is still present, but the renderer has no matching drawing to display.
