What 𘑝 means
It is a code-based label, not a Tangut gloss.
Unicode builds Tangut character names by prefixing the code point, so the name identifies the catalog entry without telling you how the character sounds or translates.
Is 𘑝 Chinese or Tangut?
It is Tangut, with Chinese influence on its design.
Created around 1036 under the first emperor of Western Xia, the script let the state produce Buddhist texts in Tangut and cultivate a distinct written identity. Its creators followed neighboring Khitans, who had made their own scripts.
Chinese writing influenced Tangut's appearance and character design, but Tangut was not derived from Chinese characters. It stayed in use after Western Xia fell, through Yuan and Ming rule, and became obsolete by the end of the Ming dynasty.

1Why does 𘑝 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
