What 𘑢 means
No. It belongs to the Tangut script. Tangut was a separate language. Its square forms and some ways of building characters were influenced by Chinese writing, but that influence does not make 𘑢 a Chinese character or give it a Chinese reading.
When did Tangut writing become official?
The Western Xia court promulgated it in 1036. Ruler Li Yuanhao's official Yeli Renrong is credited with its design. Tangut appeared alongside Chinese on seals, monuments, and documents; it also carried Buddhist translations and books. Its use outlasted the state: the latest known Tangut inscription is dated 1502.

Questions people ask
1Why does 𘑢 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
