What 𘒆 means
Its reconstructed reading twej¹ is a pronunciation, not an English gloss.
Xixia, also called Western Xia, developed Tangut writing around 1036 for the Tangut language and official life. The script served official, private, and religious writing, continued under Yuan and Ming rule, then became obsolete.
The Tangut reference work Wenhai (“Sea of Writing”) lists 𘒆 at 43.243.
Why can 𘒆 look different in fonts?
Font changes can alter how its strokes join.
In Unicode 13.0, a correction record included 𘒆 among characters affected by a component change. Fonts without Tangut coverage may show an empty box.

Questions people ask
1Why does 𘒆 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
