What 𘓒 means
It is a Tangut character whose reading depends on its text.
In one documented Buddhist transliteration, it writes the Sanskrit syllable ha (a breathy h followed by a); the reconstructed Tangut value is xa-, roughly a throatier h followed by a. Tangut, also called Xixia script, was developed under Western Xia's first emperor for official and cultural writing. It later appears in private and religious texts, including Buddhist books, inscriptions, and manuscripts.
Tangut writing took visual cues from Chinese characters but formed a separate script. Resemblance alone does not give 𘓒 a Mandarin reading.
How can I enter and display 𘓒?
Use Unicode-aware input and a Tangut-capable font.
Input and display are separate: software can store 𘓒 correctly while a font without Tangut coverage draws an empty box or another missing-glyph mark. Different fonts can draw the same encoded character differently.
Enter U184D2 with a Unicode-aware input tool. Noto Serif Tangut is one font designed to display the script.
Historical and specialist; it belongs in a Tangut text or a discussion of the script.
