What 𘓻 means
It is a Tangut character; its Unicode name is only an identifier.
The Tangut script for Western Xia was ordered in 1036 by emperor Li Yuanhao, partly to establish a distinct state identity and create a Buddhist canon in Tangut. Its generated Unicode name points to the character; it does not give a Tangut reading or word meaning.
Tangut writing borrowed visual and structural ideas from Chinese but did not descend from it; its creators also followed neighboring Khitan scripts. It carried Buddhist texts, Chinese translations, law, military works, and literature. A manuscript from Khara-khoto, a ruined city, probably from the 12th or early 13th century, preserves Chinese moral anecdotes; the latest known inscription dates to 1502.
