What 𘔦 means
It means “to win” or “to be victorious.”
The Tangut L2008-0197 entry in Li Fanwen’s dictionary is filed under “to win” and gives rer as the reading, a scholarly reconstruction of Tangut’s historic sound.
Tangut began as Western Xia state writing.
The kingdom of Western Xia in northwestern China created the Tangut script around 1036 for state records and Buddhist translations. Its earliest surviving example is an official document from 1072.
Tangut writing continued through the Yuan and Ming dynasties; it became obsolete by the end of the Ming dynasty.
Chinese writing influenced Tangut’s square forms, but it developed as a distinct script. Fonts may draw 𘔦 with different shapes while representing the same character.

1Why does 𘔦 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
