What 𘕌 means
In a Unicode character picker, search U1854C and choose the result.
This is a Tangut text character, not an emoji, so an ordinary emoji keyboard will not offer it. Display also requires a font with Tangut coverage.
What does 𘕌 mean?
It is a Tangut ideograph; its Unicode name does not translate it.
The Tangut script was created in the 11th century for the Western Xia state to write the Tangut language. Its square forms follow a Chinese-character tradition; the earliest surviving example is an official document from 1072.
Tangut writing served state records and teaching, then carried Buddhist and other Chinese works translated into Tangut. It remained in use after Western Xia fell in 1227; an inscription from 1502 shows its later use.
On its own, it reads as a sample from a historical script or a lookup target, not a standard emoji reaction.
Is 𘕌 Chinese? No. It is Tangut; its square form follows a Chinese-character tradition.

1Why does 𘕌 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
