What 𘗨 means
“Sisters” is the dictionary gloss.
Is 𘗨 a Chinese character?
No. It belongs to the Tangut script. Western Xia rulers commissioned Tangut writing in 1036–37 for state records and to mark the kingdom as distinct; the earliest surviving example is a dispatch to a military officer dated 1072.
Like Chinese characters, Tangut signs are built from components inside square forms, but they write a different language. A Tangut preface from 1190 says the scripts look different but share roots; influence from earlier Khitan writing, made for a neighboring people, is debated.
After Western Xia fell in 1227, Buddhist works kept Tangut writing in use. Two Buddhist pillars erected in 1502 are the latest datable examples.

1Why does 𘗨 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
