What 𘘽 means
It means “slow.”
A Tangut dictionary gives this gloss. Tangut was Western Xia’s language; this is a word, not Chinese writing or a picture.
Is 𘘽 a Chinese character?
No; it is Tangut writing.
The Western Xia court introduced Tangut in 1036, commissioning official Yeli Renrong to design it. One account traces earlier work to the previous ruler, Li Deming (1004–1032), with Chinese and neighboring Khitan writing as models. Tangut remained a distinct script, marking local identity and carrying government records and Buddhist translations. It outlasted the kingdom’s fall in 1227, with an inscribed stone pillar from 1502 as a later example.
