What 𘙨 means
The dictionary gloss is “boat” or “small vessel.”
Is 𘙨 Chinese? No. It belongs to Tangut, a distinct script visually influenced by Chinese writing.
Western Xia created Tangut around 1036 under its first emperor. Its design drew visually on Chinese writing; the earlier Khitan state script, another state’s official writing system, was a precedent. Tangut served Western Xia administration and Buddhist religious texts. Its earliest surviving example is an official document sent to Guazhou in 1072. The script continued under Yuan and Ming rule, becoming obsolete by the end of the Ming dynasty.

1Why does 𘙨 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
