What 𘚇 means
It means “few,” a small, unspecified quantity.
The character alone does not say what is few; surrounding words supply the thing being described.
Why did Tangut writing begin?
To serve Western Xia and give Tangut a written form.
Emperor Li Yuanhao established the script in 1036 as part of building the state. It drew visual and structural ideas from Chinese characters; neighboring Khitan kingdoms had earlier created scripts for their own languages.
Tangut was used for Buddhist scripture, meaning sacred Buddhist writings, and for Chinese classics, military books and stories in translation. Buddhist printing continued under Yuan rule after Mongol forces defeated Western Xia in 1227.

1Why does 𘚇 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
