What 𘚉 means

“To look.” A dictionary index gives this gloss; scholars reconstruct its reading as khjo̱. The Tangut teaching phrase 𘚉𘚊𘚋 is glossed word by word as “name–heavy–light,” but its full translation is unsettled.

Tangut writing was created in 1036 for the Western Xia state. Its Chinese-style structure may reflect Khitan influence, but Tangut is distinct from Chinese writing. Manuscripts survive from the 12th or early 13th century; use continued after the state fell in 1227. Buddhist monuments dated 1502 are among its latest known uses.

Why does 𘚉 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
