What 𘛚 means
It is a Tangut character glossed as “bamboo.” Scholars reconstruct its reading as nẹj.
Tangut writing began around 1036 under the first emperor of Western Xia, to serve the state, Buddhist texts, and a distinct Tangut identity. The Khitan people had already developed their own scripts. Tangut writing continued during the Yuan and Ming dynasties, then became obsolete by the end of the Ming dynasty.
If it arrives alone, start with the Tangut gloss “bamboo”; use the surrounding message to judge any personal intent.
If it appears as a box, the text font lacks Tangut coverage; that is a display gap, not a different character.

Questions people ask
1Why does 𘛚 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
