What 𘛬 means
𘛬 is a Tangut ideograph; “ridge” belongs elsewhere. A Tangut dictionary index lists “ridge” for 𘛭, not 𘛬.
Western Xia ruler Li Yuanhao commissioned Tangut script in 1036 to strengthen the state and translate Buddhist scripture into Tangut.
Why does Tangut look Chinese?
Chinese-inspired, but distinct. Tangut uses similar strokes and ways of forming characters. The nearby Khitan people had earlier made two scripts, one based largely on Chinese.
A manuscript from Khara-Khoto, a ruined city in Inner Mongolia, probably dates to the 12th or early 13th century; it preserves a secular Chinese text translated into Tangut.

1Why does 𘛬 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
