What 𘛾 means
It means “branch” or “twig.” It writes a Tangut word, not a decorative tree emblem.
Li Yuanhao, ruler of the Tangut state, commissioned the script in 1036 for state-building and a Buddhist canon, a collection of scriptures. Tangut manuscripts from Khara-khoto, the site of a medieval city, date from the 12th or early 13th century and preserve Buddhist scripture and Chinese works translated into Tangut. Tangut writing followed Khitan precedent and drew on Chinese character composition, while remaining its own script.

1Why does 𘛾 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
