What 𘜨 means
It means “to manage” in Tangut.
Li Fanwen’s Tangut dictionary lists the character as entry 5536 and glosses it “to manage”; that number identifies the dictionary entry, not another name for the glyph.
The Tangut script was created under the first Western Xia emperor around 1036 for official and cultural writing. It appeared in official, private, and religious works, from books and sutras to inscriptions and manuscripts. Use continued after Western Xia fell, under Yuan and Ming rule; the Baoding dhāraṇī pillars—stone monuments bearing Buddhist sacred formulas—include Tangut text dated 1502.
Is Tangut Chinese?
No. Tangut has its own script, influenced by Chinese writing.
That influence gave Tangut writing a familiar square, component-based look, but Tangut has its own language and character system. A similar-looking Chinese character will not tell you how to read this glyph.

Questions people ask
1Why does Tangut 𘜨 show as a square?
A square usually means the active font lacks the Tangut glyph. Font coverage differs, and Unicode groups some historical source forms under one character, so a digital font may not match every manuscript form.
