What 𘜪 means
It is a Tangut character linked to writing Buddhist terms by sound. A Tangut–Chinese dictionary pairs 𘜪 with 薩, the second character in 菩薩. Tangut script reflects Chinese writing in its character style but records the separate Tangut language; this gloss does not make 𘜪 Chinese.
Tangut script was created in the 11th century for the Tangut (Xixia) state's records and translations, including Buddhist books. The earliest surviving document is a 1072 military record. Tangut writing continued after Xixia fell in 1227; a Tangut inscription dates to 1502.
