When and why was Tangut writing developed?
It was developed for the Western Xia state's written life.
Xixia script is another name for Tangut writing. The earliest date associated with its official introduction is 1036. Later histories credit official Yeli Renrong with organizing its design; that story concerns the script, not the invention of each individual character.
Schools taught it; officials used it in administration and diplomacy; scribes produced Buddhist translations and dictionaries. After Western Xia fell in 1227, Tangut writing continued in religious and scholarly settings; one known late example dates to 1502.
Is 𘝄 Chinese?
No; it is Tangut writing shaped by Chinese conventions.
The Xixia script uses square, stroke-based forms and components modeled on Chinese writing, but it records Tangut, a different language. A Tangut character does not automatically take a Chinese reading.
Tangut books could contain translations from Chinese and Tibetan. Their appearance in the same book does not make the scripts interchangeable. A character's visible parts do not each carry one fixed meaning; Tangut dictionaries explain components in context.
