What 𘞊 means
It describes someone angered by a perceived wrong. The historical gloss is the adjective “indignant”; “indignation” is the noun for the feeling.
Western Xia (Xixia) rulers ordered the Tangut script in 1036 to distinguish their state and translate Buddhist scriptures. Senior official Yeli Renrong is credited with overseeing its creation. Its forms drew on Chinese writing; the Khitan script preceded it in the region, and Jurchen came later. This dates the script, not this character.

1Why does 𘞊 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
