What ె means
Put the consonant first, then add ె.
A Telugu consonant has a built-in a sound, called its inherent vowel. The short e mark replaces that a: క ె కె (ke, a Telugu syllable written in Latin letters).
Why does ె look incomplete alone?
It needs a consonant base to form a syllable.
The font shapes this combining mark together with its consonant. Without that base, the mark can look detached; it is not a complete vowel letter.
The script evolved through a shared Telugu-Kannada tradition
Telugu's script ancestry reaches back to Southern Brahmi, an ancient Indian writing system, in the 3rd century BCE. A shared Telugu-Kannada writing tradition had formed by the 5th century; the two developed into separate scripts in the 12th–13th centuries. These dates describe the script's lineage, not the first appearance of this exact mark.

1Why does ె show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
