What 🔿 means
It is a decorative shadowed circle. What it means in a message depends on nearby text or a design convention; on its own, it does not say whether something is selected, approved, or emphasized.
Use it as a decorative marker only when nearby text makes its job clear. For selection, approval, or emphasis, choose a circle your audience already recognizes.
How did 🔿 become a Unicode character?
It came from fonts that carried graphics as character-shaped drawings. A 2011 Unicode proposal identifies this source drawing by the label w-1166 and says Wingdings first appeared in 1992. Microsoft dates Webdings' design to 1997 and describes it as a font for graphics and navigation icons on web pages.
Before Unicode, the selected font controlled what a slot displayed: the same typed key could show a drawing in Wingdings and something else in another font. Unicode assigned the design its own text value, so it can be identified independently of that font mapping.
How to type 🔿?
Use Unicode input in an editor that supports it. Enter U+1F53F through your editor's code-point input; the shortcut varies by system. A letter or slot in Wingdings or Webdings depends on that font mapping and is not the same portable text character.
At display time, a supporting font can draw a slightly different outline; if no font contains the character, the app may show a missing-character box. Check the destination app if the outline matters.
Decorative and specialized; Unicode 7.0 (2014) identifies it by shape, not by a fixed message tone.
Do not send it alone when the reader needs a clear answer.

The active font may be missing the character's drawing. At display time, if the app has no supporting font and fallback finds none, it shows a missing-character box.
