What ◔ means
It marks partial fill; context supplies the exact reading.
Harvey-ball charts use partly filled circles to rate qualities such as safety or quality; ◔ can mark one level. The convention emerged in the 1970s, dating the chart style, not ◔ itself.
In weather notation, ◔ marks sky cover—the amount of sky hidden by clouds—and can mean almost clear or somewhat overcast.
Technical and diagram-like; in chat it reads as a deliberate visual mark.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
