What ◕ means
The legend assigns the mark its value. A Harvey ball chart uses differently filled circles to summarize a rating, status, or progress. The same three-quarter circle can mean different scores in different reports.
Harvey L. Poppel used quadrant charts in Booz Allen Hamilton's internal reports in the 1970s; the method later appeared in client presentations and Consumer Reports magazine. Unicode's wider geometric-shape set draws on standards from Japan, China, and Taiwan. That shared repertoire history is not an origin story for ◕ itself.
Report notation: the surrounding scale gives the fill its meaning.
The glyph alone never means 75%; fonts can also change its appearance.

5Questions people ask
1Why does ◕ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
