What ❍ means
Its lineage passes through Hermann Zapf’s dingbat collection.
A dingbat is a small mark in a typeface, used as an ornament or practical sign. Zapf’s collection included printer’s embellishments and graphic symbols for print and screens. In 1978, the International Typeface Corporation licensed 360 designs from his larger collection as ITC Zapf Dingbats.

1Why does ❍ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
