What ꘍ means
It works as a comma inside Vai text. It is punctuation, not a syllable, and separates phrases.
When is ꘍ documented?
Massaquoi’s Vai punctuation chart documents ꘍ in 1911.
Vai writing served correspondence and record-keeping. The earliest surviving sample dates to 1834; an early text, the Book of Ndole, follows around 1845. The 1962 Vai standard retained the comma. Vai punctuation also includes a full stop and a question mark.

1Why does ꘍ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
