What 󠆦 means
It selects a registered shape after a Han character. Chinese-origin Han characters appear in Chinese and as kanji in Japanese or hanja in Korean. The pair, not 183 alone, identifies the form.
IVS proposals date to 1997. This plain-text method preserves exact forms in names, places, and historical records; separate registration lists let researchers, public bodies, and publishers keep their own collections.
Why does VS183 look blank?
It has no visible mark of its own. The app and font show the variant only when they support that registered pair; otherwise the selector is ignored and the ordinary form appears. A debug view may show a marker, but that is only an inspection aid.
