What ᳝ means
It marks dependent svarita, a Vedic recitation pitch.
The Kāṭhaka and Paippalāda traditions use it for dependent svarita. Paippalāda also uses it for ekaśruti, a single-pitch reading after independent svarita. A Kashmir Paippalāda manuscript found in 1873 has some accent marks; Paippalāda manuscripts from Odisha found in 1959 have none.
In Devanagari it is a diamond centered below its syllable, distinct from a generic underdot or nukta. It follows the syllable as a combining mark.

Questions people ask
1Is this just an ordinary underdot?
No. A generic underdot does not mark Vedic pitch, and a Devanagari nukta is a separate letter-modifying mark.
