What ꐌ means
It writes the Yi syllable “qut” in Liangshan standard writing.
“qut” is a Latin-letter label for this Yi syllable, not an English word. Nuosu is the Yi language of Liangshan. Yi writing developed in regional forms in southwest China alongside Chinese, Tibetan, Dai, and Burmese traditions. The oldest securely dated surviving examples include the Chenghua Bell Inscriptions—Yi writing on bells—from the fifteenth century.
Bimo, Yi ritual specialists, used older forms for ritual, magical, medical, and family-history texts. Devised in 1974 and promulgated in 1980 to improve literacy, the Liangshan standard organized writing as a syllabary—a system where each character represents a syllable—for schooling and practical use.
