What 𞥓 means
𞥓 is Adlam's digit 3: it represents the number three.
Adlam numbers are written right to left, starting with the highest place. In a longer number, a digit's position tells whether it marks ones, tens, hundreds, and so on.
This digit belongs to a script devised in Guinea in 1989 by brothers Ibrahima and Abdoulaye Barry to write Fulani more clearly. Fulani had also been written in Arabic script, whose letters did not map cleanly to all the language's sounds. Early teaching of Adlam included classes and practical books written by hand.
Why can 𞥓 look different?
The font changes the outline, not the character's value.
In Noto Sans Adlam, the outlines changed between 2017 and September 2020. If 𞥓 appears as a box or fallback mark, the system may lack an Adlam font.
Literal and neutral: it marks the number three in Adlam text.
If it appears as a box, check Adlam font support; the box is not another digit.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
