What ڣ means
In Arwi, it represents Tamil /p/. Arwi, also called Arabu-Tamil, uses this fa-based letter for the /p/ sound in Tamil. The broader Arwi writing practice is attested at least in the eighteenth century. The added lower dot let an Arabic-derived script represent a Tamil sound not found in Arabic, so Arabic and Tamil could be written in the same right-to-left script.
The Arwi reading does not carry over to Ingush. The same form is recorded in a historical Arabic orthography for Ingush, a system that began in the late 19th century and was replaced first by Latin and then by Cyrillic by the 1920s. Its presence there does not establish the Arwi /p/ value.
A Unicode proposal in 2013 documented disagreement about the dot’s position: it had been drawn too centrally, and a correction placed it beneath the feh loop. Read the surrounding language before assigning a sound.
A specialist and historical letter whose reading depends on the writing tradition.
The dot alone does not tell you the sound; check the language.
Drift: By 2018, scholarship described Arwi publishing as largely archival: older works were being reprinted, while new Tamil texts were not then appearing in Arabic script.

1Why does ڣ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
