What ࣓ means
It fills in a vowel left unwritten. In tajweed (Qur’anic recitation rules), small waw is a madd sign (a lengthening mark) held for two counts.
A Qur’an manuscript from the late eighth or ninth century shows red miniature alif (ا) and waw (و) signs, during the shift from red vowel dots to small letters. Unicode accepted this low combining form in 2016 from Libyan al-Dani/Qaloon examples.
