What ࣒ means
It marks large imala in the Tunis Qaloon recitation. The Arabic letter alif has an “a”-like sound here; imala shifts it slightly toward “i.”
Qaloon is a named way of reciting the Quran; printed Tunisian Qaloon editions use this circle-and-dot sign for large imala. In that notation, a filled dot marks small imala; al-Duri notation uses an empty circle for small and a filled dot for large. In Unicode text, place the mark after its Arabic base letter; shaping positions it below, and fonts can change how it appears.
Specialist Quranic recitation notation: it cues how an alif is pronounced in a particular reading tradition.
In Tunis Qaloon notation, treat it as a pronunciation cue; it does not mark a pause.

Questions people ask
1Why does ࣒ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
