What ࣳ means
Put it after the letter it marks. Arabic reads right to left on screen, but in the stored text sequence a combining mark follows its base letter. A 2009 Unicode discussion explains that the older spacing small waw could disconnect a word when placed inside it.
Use it as Qur'anic annotation, attached to the letter it marks.
What vowel does it mark in Qur'anic text?
It gives the u vowel extra length. A damma marks the shorter u; in Qur'anic reading, this sign typically cues the longer sound.
A printed Qur'an edition from around 1986 shows the mark in use. A separate proposal for Classical Persian and Urdu vowel marks in Arabic script assigns the same glyph a long-o reading; that reading belongs to the proposal's orthography.
Specialist and devotional: it belongs in marked Qur'anic text.
The damma marks short u; in Qur'anic use, this sign marks a longer one.
