What ﯁ means
A teaching specimen of the little ṭah mark.
Urdu primers call this little ṭah the tota, the mark that turns ت د ر into retroflex ٹ ڈ ڑ, the curled-tongue letters. The Khowar language carries it below, in letters like ݮ; attested from 1921 in Prince Nasir ul-Mulk's alphabet for consonants Urdu and Persian lack; a 2009 review still found the below form Khowar-only.
﯁ is spacing, not combining: it never joins a letter; a marked letter has its own code point.

1Why does ﯁ show as a box on some devices?
Not every system ships a font for the Arabic Presentation Forms-A block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
