What ﮿ means
It isolates a ring-shaped mark used with Arabic-script letters.
Pashto uses an adapted form of the Arabic script. In Pashto spelling, the ring is part of complete letters such as ګ; ﮿ gives that feature its own character position. This Pashto ring mark appears in teaching, charts, or script analysis, not as a substitute inside a word.
Evidence for Pashto writing reaches the mid-sixteenth century in Khayr al-bayān, an instructional treatise that explains how to write Pashto sounds and lists the alphabet. The oldest surviving copy described is dated 1651. Pashto adapts Arabic script with extra letters for sounds not represented in standard Arabic.
Is ﮿ the Pashto letter ګ?
No. ګ is a full Pashto letter; ﮿ is the isolated ring mark.
A ring appears as part of several Arabic-script letters. Pashto ګ and ڼ, and the Lahnda-associated ڰ, are complete letters with different bases; ﮿ isolates the ring feature rather than naming any of them.
The complete letter and its writing system determine what is read; this mark by itself is only a feature.
Technical and instructional; alone, it points to script analysis.
Do not replace a full Pashto letter such as ګ with ﮿.

It can. This Arabic-script glyph depends on font support, so a missing or fallback font may show a box or a different ring shape.
