What ﮽ means
It shows how dot patterns distinguish Sindhi letters. A nuqta is a dot that distinguishes Arabic-script letters. In Sindhi, its number or position can change the letter. This sign depicts two dots above a sample letter but stands apart instead of joining it.
A Unicode proposal dated 29 January 2006 included dot patterns for Arabic-script teaching. A revised proposal dated 24 June 2008 grouped them as Arabic pedagogical symbols.
Instructional and typographic; it belongs in an explanation of Sindhi letter forms.

Questions people ask
1Why does ﮽ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
