What ﮴ means
It shows Arabic letter dots by themselves.
Arabic ijam dots distinguish consonants that share a letter shape; this spacing symbol lets a lesson show their placement without a letter base.
How do manuscript dots differ?
They are reading marks, not this symbol.
Early Qur’anic manuscripts used colored dots as reading aids: single dots marked short vowels, while two stacked dots marked tanwīn, the final n-sound on a noun. A 9th-century fragment shows two red dots for tanwīn.

1Why does ﮴ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
