What ﮵ means
It shows two letter-dots with no base letter.
Dots (nuqta) distinguish look-alike Arabic letters: ب (beh) one below, ت (teh) two above, ٻ (beeh) two below. Schoolbooks isolate them to teach; ﮵ is that two-below pattern.
Broadened to pedagogy in 2008 and renamed in 2009 from “double nuqta below” to “symbol two dots below” — spacing only, never combining.
Classroom and encoding material — not a texting character.
Do not append it to build a dotted letter.

1Questions people ask
1Why does ﮵ show as a box on some devices?
Not every system ships a font for the Arabic Presentation Forms-A block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
