What ﮾ means
It places two dots one above the other beneath a stand-in letter. It occupies its own space; it is not a combining mark attached to a letter.
Arabic ijam—the dots that distinguish similar letters—was attested by the first half of the seventh century. Vowel-pointing later developed as a separate system; this history does not date this exact standalone sign.
A 2008 Unicode proposal names it “Sindhi Double Nuqta Vertical Below” and lists it for Arabic-script typesetting and teaching dot orientation.
Technical and instructional; it labels a dot pattern in an Arabic-script explanation.

1Why does ﮾ show as a box on some devices?
Not every system ships a font for the Arabic Presentation Forms-A block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
