What ꛉ means
It writes a Bamum syllable.
Bamum writing began around 1896 with picture-like signs used as memory aids. Revisions between 1896 and 1910, including signs that stood for sounds, led to the A-ka-u-ku syllabary.
Earlier Bamum phases are part of this script's development. Around 1896, Arabic and Vai influenced the project. Bamum writing later appeared in administrative records and teaching; by 2006, museum documentation described it as heritage displayed in ceremonies and public signs.

Questions people ask
1Why does ꛉ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
