What ♬ means
It means music, singing, or turn it up. The double beam joins short sixteenth notes, called semiquavers, so a beat reads as one group. In chats the double music note is mostly cheerful decoration.
Is ♬ real sheet music?
No — treat it as decoration, not sheet music. Real notation sets pitch and rhythm on a staff; ♬ is an inline text glyph with no staff and no timing you can play. Copy it from the palette above for titles and messages.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
