What means
It fills three patches in a text-grid tile. An octant mosaic splits one character cell into two columns and four rows. The numbers mark this tile’s filled patches; neighboring cells combine into semigraphics, like chunky pixels.
A 1983 Kaypro 10 guide describes graphics cells as eight pixels arranged two-by-four, which a program could set one cell at a time.
Unicode’s 2021 proposal preserved Kaypro octants for legacy character-set interchange. In a 2024 Cascadia Code request, a developer argued that octants form a more regular pseudo-pixel grid than the spaced dots of Braille.

1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
