What means
Each tile is a tiny pixel grid.
Kaypro’s character set maps this exact semigraphic pattern. A 1983 user guide describes a 2-by-4 cell with eight pixels; screen commands used such cells to plot points and lines. The Unicode proposal for preserving old computer symbols records the Kaypro mapping. Quadrant and sextant tiles share the mosaic idea, splitting cells into four or six parts.
Font support matters: Microsoft added all 256 octants to Cascadia Code in April 2024. A blank-glyph box means the active font has no drawing for this character.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
