What 寧 means
It is a Taiwanese encoded variant of 寧, “peaceful, settled.”
It is Taiwan CNS 6-5C22, kept for round-trip conversion with CNS 11643-1992. The 寧 character family appears in oracle-bone and bronze inscriptions; this codepoint came much later.
An older form, 寍, carried the “peaceful, settled” sense; 寧 first expressed a wish, then borrowed that sense and came to mean “would rather.”
Why does 寧 become 寧?
Unicode normalization turns 寧 into 寧.
Normalization makes equivalent text consistent. Here it removes the exact codepoint distinction; keep 寧 only when that source identity matters.
