What 旣 means
旣 is a legacy encoding for 旣, a historical form of 既.
In Mandarin, 既 is read jì and usually means “already.” Taiwan’s Ministry of Education variant dictionary lists 旣 as a variant of 既 and cites the Shuowen Jiezi, an early Chinese character dictionary.
The Unicode chart links it to source entry T3-3640 in plane 3 of Taiwan’s CNS 11643-1992 character set. Unicode kept that entry so text could move into Unicode and back without losing its source identity. Normalization maps 旣 to 旣; the standardized sequence 旣 UFE00 requests the associated glyph where the font and text system support it.

Questions people ask
1Why does 旣 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
