What 瞋 means
It is a compatibility form of the Chinese character 瞋.
The Han-dynasty dictionary Shuowen Jiezi glosses 瞋 as “eyes wide open.” In classical Chinese, it can mean an angry glare. Buddhist writing uses it for anger or aversion, one of the three poisons: greed, anger, and ignorance.
Why does 瞋 have its own code point?
To preserve a source glyph during text conversion.
CNS 11643 is Taiwan’s standard for exchanging Chinese text. Unicode links this form to its 15th numbered character group. The separate mapping lets converted text return to its source repertoire.

Questions people ask
1Will normalization keep 瞋 separate from 瞋?
No. Text normalization maps 瞋 to 瞋, so it can erase the separate compatibility codepoint.
