CJK Compatibility Ideograph 2F963

築 is a legacy written form of 築, the Han character for building or construction. Its separate code point preserves a Taiwan CNS 11643 character-set entry for this variant; ordinary text normally uses 築.

What 築 means

It writes the same character as 築, not a new word.

Taiwan's Ministry of Education variant-character dictionary records 築 as a variant of 築 and cites 正字通, a Chinese character dictionary published in 1671, which calls it an erroneous form. The early dictionary Shuowen Jiezi glosses 築 as “to pound”; its senses also include tamping earth with a wooden rammer and building or constructing.

CNS 11643, Taiwan's character set, assigns this form code 7-264D in its seventh plane. Unicode retains it for exchanging text from that standard, but canonically maps it to 築; text normalization can replace the code point without changing the ordinary reading.
