What 𦔣 means
It preserves the CNS code for 𦔣.
The need arose from conversion: Taiwan’s Chinese Standard Interchange Code (CNS 11643) began in 1980, became a national standard in 1986, and expanded in 1992; Han unification could merge distinct CNS source codes. A 1999 Unicode proposal warned that conversion back could lose the source code, so 𦔣 preserves that distinction. Unicode normalization, which makes equivalent text consistent, can replace it with 𦔣; keep 𦔣 when exact CNS source codes matter.

Questions people ask
1Why did 𦔣 turn into 𦔣?
Normalization. Unicode maps this compatibility character to 𦔣 during normalization, so that step removes the distinct CNS source code.
